Safety begins with the first design decision

For SENK, safety is not a protective layer added after a product is complete. What may be automated, what must remain constrained and when a system must stop are decided from the first structural choice.

AI Agents can detect anomalies, organize information and assist operations, but they cannot become accountable actors. Rules and human judgement guard the final boundary together; when evidence is insufficient, the system does not proceed by guessing.
